In a recent interview with Fast Company, George RR Martin explained the reason for the drop in quality of the TV show and shared further details.

When the Game of Thrones author was asked whether he has been watching the latest Season 8 of the show, he replied that he has read the scripts and keep updates. What shocked most that he hasn’t actually watched any footage of a single episode for the last season due to being busy in finishing the books.
GRMM further explained that working on large projects such as Films and TV show can be much tougher. It is a complex process and a lot of people are involved, a large sum of money is at stake. There might be some creative difference and conflicts of vision.

When asked about the Game of Thrones ending, GRMM revealed that yes the ending is fixed. No matter what path the TV show and the books takes, the final destination will always remain the same.
