However, to err is human, and probably this time, Eiichiro Oda might have missed a connection in One Piece chapter 1102.
One Piece Chapter 1102: How Oda Missed A Connection
In One Piece Chapter 1102, Vegapunk started operating on Kuma as per the deal with Saint Jaygarcia Saturn. Saturn ordered Vegapunk to install a self-destruct mode in Kuma, which he reluctantly did. Saturn warned Vegapunk to follow his orders, and Vegapunk was told that he would be punished if any discrepancies were found. The chapter had an emotional ending for fans.
In One Piece Chapter 1102, Vegapunk was ordered to equip Kuma with a self-destruct mode and not to let him the least of free will to prevent him from going rogue against the Five Elders. This is where fans have questions for Eiichiro Oda. In One Piece Chapter 1102, Saturn mentioned him being a scientist, so why couldn’t he think of placing a “tracking chip” or creating a Vivre Card for Kuma?
If Jay Garcia is a man of science and is supposedly very smart and mischievous, why didn’t he have VP put a tracking chip into Kuma, or at the very least make a Vivre Card for Kuma so they could track him down to Sabaody after Marineford? After all, Kuma was their property & slave now. And with Garcia having such a huge interest in Bonney & Kuma overall, I doubt he would just forget about Kuma for 2 years, especially when he could’ve used him and his powers during that time?

One of the Redditors pointed out that Eiichiro Oda intentionally ignored this small detail from the chapters of One Piece, a detail that can also be considered insignificant. The reason is that tracking chips do not exist in the One Piece universe.

Also, Kuma is now a fully transformed cyborg, which means the Vivre card would burn up if it were used to track him. It is clear from the previous One Piece chapters that Jaygarcia Saturn wanted to do nothing with Kuma except for him to serve the World Government with his clones, as he was later turned back into a slave for the Celestial Dragons.
Tracking ships don’t exist, least we never heard they do.
If Kuma became a full cyborg, does a vivre card even work? It should fully burn up the moment Kuma loses his humanity.
Saturn wanted Kuma to suffer and be gone as an individual. He got his pacfista army and he didn’t need anything else. Kuma was punished for this last act (protecting the Sunny) by being turned into a CD slave. What’s a few years of waiting to a guy who ruled the world for centuries?
Few fans think that Saturn was well aware of Kuma’s presence since the Marines had already attempted to seize the Thousand Sunny. Kuma had already requested Vegapunk, in the previous chapter of One Piece, to program him in a way so that he can protect the Thousand Sunny after the fight with Whitebeard ends until their return, considering it as an accommodation for not being able to watch Luffy or Bonney’s growth.
I’m sure he was well aware of Kuma being there. Especially since the Marines made attempts to seize the Sunny. The order Vegapunk programmed in must not have been able to be overridden so it was either destroy Kuma or just allow him to sit there. At this point, they had an army of clones of Kuma that were almost as strong as the real Kuma so the original Kuma had very little benefit at this point. Especially when they just turned the original Kuma into a ride for the Celestial Dragons upon his return.
One Piece Spoilers: Vegapunk Is An Asset For The World Government
However, a few fans have questioned if Kuma was programmed in this manner why Vegapunk was not punished as per Saturn’s warnings. The reason behind this is probably because Vegapunk was highly valued by the World Government, and punishing him would have come at a cost.
vegapunk is way to valuable to *** him over for something small like that. they only turned on vegapunk because he was getting close to the secret and AFTER they got the motherflame. which i think is very understated on how important vegapunk is to the WG
